Dr. Hsien-chien Kuh is a well-known professional in the PPP, logistics, and risk domains. By training, he is a hydrologist earned his degree in Texas A&M University and still holds his recognition as a Certified Professional Hydrologist by American Institute of Hydrology (P.H., AIH). After a short period of teaching in the university, he moved on to the career as a professional consultant and enjoyed his reputation as a project developer and integrator ever since. He is also the founder and the Chairman of the National Council for Promotion of Private Participation in Infrastructure Investments (NCPPP), which is the leading organization in infrastructure privatization. One of his recent publications “Perspectives of Private Participation in Infrastructure Investment – Analyses of BOT related Projects” became a major reference book that most of the government sector will refer to.

Currently, Encon is actively involved in the majority portion of the BOT/BOO infrastructure and utility projects in Taiwan either as a government consultant or on the private sector side. In order to assist the engineering community in Taiwan to speed up their understanding in Infrastructure Privatization, Encon provided more than 60 seminars, lectures, and workshops to Legislative Yuan, government agencies, academic and research institutions, fellow consulting firms, and other interested parties in the past few years. The efforts insured Encon on the leading edge of the competitive market.

Due to the advancement of the Global Logistics and its applications in the industry, Encon also spent its efforts in the Global Logistics related infrastructure development to expand its services. Once again, Encon became the leading experts in Taiwan to spear head the first regional Global Logistics planning for the government and the industry.
